I feel like being genuinely curious about them, their work and accomplishments does spark good conversations. However, nothing really adds on after. Perhaps it has everything to do with the follow up email?
I've never been on the other end, what do you feel when someone truly listens to you when networking? What would make one be excited to hear more about others?

I think what takes it from shallow conversations to genuine excitement is hearing both what's being said, and the silence. If someone's not responding, stop trying. If someone is responding, then double down and engage with them more. Ask them questions, send them stuff to look at. You build a little at a time.
And I'd say I've never had someone truly listen to me while networking. On every instance we'd already moved beyond networking and into "acquaintance/friend" phase when I begin to detect genuine interest, and that's fine!
